Quick answer

In Malaysia, WhatsApp Business API costs come from three places: Meta's per-message fees (at the time of writing, about RM0.35 per marketing message and about RM0.06 per utility or authentication message), a monthly platform fee from your provider (typically from under RM100 to over RM1,000 a month), and a one-time setup fee. Replies to customers inside an open 24-hour chat window cost little or nothing.

1. Meta's per-message fees

Since 1 July 2025, Meta charges per template message delivered, not per conversation. Template messages are the pre-approved messages a business sends to start or restart a chat. The price depends on the category and on the recipient's country.

CategoryUsed forApprox. Malaysia rate (2026)
MarketingPromotions, offers, newsletters, re-engagement~RM0.35 per message
UtilityOrder updates, booking confirmations, payment reminders~RM0.06 per message (free inside an open service window)
AuthenticationOne-time passwords and login codes~RM0.06 per message

Rates are approximate figures from Meta's Malaysia rate card as reported by local providers in 2026. Meta updates rates regularly and offers volume tiers for utility and authentication messages. Always check Meta's WhatsApp pricing page before budgeting.

What's free (or nearly free)

  • Replies inside the 24-hour customer service window. When a customer messages you, a 24-hour window opens. Your normal replies in that window are service messages, and utility templates sent inside it are free.
  • Free entry point conversations. When a customer messages you from a Click-to-WhatsApp ad or a Facebook Page call-to-action button and you reply within 24 hours, messages for the next 72 hours are free.
  • Service messages. These have been free since November 2024. Malaysian providers report that from 1 October 2026, each number gets 1,000 free service messages a month, with a small charge after that. Check with your provider how this applies to you.

2. Platform (BSP) fees

You don't use the API directly. You use it through a platform run by a Business Solution Provider (BSP), which gives you the team inbox, chatbot builder, broadcast tools and integrations. In Malaysia, published plans typically range from under RM100 a month for basic tiers to over RM1,000 a month for larger teams and advanced automation.

Watch for markups on Meta fees. Some providers pass Meta's rates through at cost, while others add a percentage on every message. On a high-volume account, the markup can matter more than the monthly fee.

3. Setup and onboarding

Setup covers connecting your number, Meta business verification, writing and submitting your first templates, and building flows. Some platforms let you do it yourself. Agencies charge a one-time fee to do it properly. Our Official WhatsApp API package starts from RM1,099 setup plus RM199/month platform support, with Meta fees separate.

Example monthly budgets

These are rough illustrations using the approximate rates above, not quotes.

BusinessMonthly messagingApprox. Meta fees
Clinic sending appointment reminders800 utility reminders sent outside a chat window~RM45
Property agent re-engaging old leads500 marketing messages~RM175
Retailer with a monthly promo broadcast3,000 marketing messages~RM1,040

Add your platform fee on top. Most of your customer replies stay low-cost because they happen inside open service windows.

How to keep API costs down

  • Get customers to message you first. A landing page or ad with a click-to-chat button opens a service window, so your replies cost far less. See our click-to-WhatsApp guide.
  • Use Click-to-WhatsApp ads to unlock the 72-hour free entry point window.
  • Categorise templates correctly. Don't send a promotion as a utility message; Meta can recategorise it and charge the marketing rate.
  • Segment broadcasts. Sending fewer, better-targeted marketing messages cuts cost and reduces blocks.
  • Ask about markups before choosing a platform.

Do you even need the API?

If you have a few chats a day and one person replying, the free WhatsApp Business app is usually fine. Read WhatsApp Business App vs API to decide before you spend.
